This directory lists the boards, universities, chambers of commerce, and government offices that e-Sanad has integrated as Document Issuing Authorities (DIA) — the entities whose records e-Sanad can pull or accept for online apostille/attestation submission. It does not replace the e-Apostille (QR) verification lookup, which checks a document that’s already been apostilled.
What “DIA” and “repository type” mean
e-Sanad can only accept a document electronically if the office that issued it has been integrated into the portal as a Document Issuing Authority. Each DIA entry below also shows how e-Sanad gets the record:
- DigiLocker — e-Sanad pulls the document directly from the applicant’s DigiLocker account. If your certificate is already in DigiLocker, no separate upload is needed.
- Self — the issuing authority has integrated with e-Sanad’s own upload flow, so the applicant (or the authority) submits a copy through the portal directly, without going through DigiLocker.
Either repository type still needs to match your document type — Educational, Personal, or Commercial — since e-Sanad’s eligibility check is per document, not just per authority.
How to use this finder
- Select the State or Union Territory that issued your document — not your current residence or destination country.
- Scan the list for your board, university, or office. Use the filter box to search a long list quickly (Tamil Nadu and Punjab each have dozens of entries).
- Note the Document Type and Repository Type shown for your authority.
- If it’s listed, check current eligibility on the e-Sanad portal for your exact certificate before assuming the whole process can be done online.
- If it’s not listed, use the standard route: Notary → SDM/HRD/CoC → MEA.
Not listed? That’s normal, not a rejection
e-Sanad’s DIA integration is rolling out gradually — State by State, authority by authority. A board or university not appearing here hasn’t necessarily been rejected from the program; it may simply not be integrated yet. The vast majority of Indian boards, universities, and personal-document authorities still route through the standard Notary → SDM/HRD/CoC → MEA process, which remains fully valid and can still result in a regular stamp or an e-Apostille (QR) depending on your document and destination.
Right now, integrated DIAs cluster in a handful of States — for example, nearly all Tamil Nadu universities and every Punjab district’s Deputy Commissioner office are on e-Sanad, while most other States have only their school board listed so far, or nothing at all. Don’t read a short list for your State as a problem with your document.
Why this matters before you apply
Knowing your issuing authority’s e-Sanad status upfront helps in two ways:
- If it’s integrated: you may be able to skip physical courier of the original for the initial submission step, which can save time — but MEA still doesn’t accept walk-in delivery, so final submission still goes through an authorized channel.
- If it isn’t: you avoid wasting time trying to force a document through e-Sanad that it doesn’t yet support, and can go straight to the standard pre-authentication route.
If your document isn’t on e-Sanad: where MEA handles apostille directly
When e-Sanad isn’t an option, submission still goes through MEA’s authorized network rather than a single central counter. Besides its head office in Delhi, MEA operates four regional Branch Secretariats that independently attest and apostille documents for their region:

Attestation/apostille services are also decentralized to the Regional Passport Offices (RPOs) in Bangalore, Chandigarh, Goa, Mumbai, and Trivandrum, alongside the wider list of decentralized cities covered in our RPO/PCC office finder. In Kerala specifically, NORKA ROOTS — the Kerala government’s public-sector body for Non-Resident Keralite Affairs — is authorized to submit documents for attestation/apostille on behalf of applicants through RPO Trivandrum.
These addresses, phone numbers, and emails are as published by MEA; government contact details are updated periodically, so confirm the current details on the official MEA attestation/apostille page before writing or traveling. None of these offices accept walk-in submission from individuals — documents still go through an authorized outsourced service provider or agency.
